If you plan on using print bleed as one of your brochure printing techniques, then you need to account for it. Bleeding causes a picture to go to the very edge of the brochure, and requires you to expand the image about an eighth of an inch past where the edge of the brochure should be.
If you don't, then you run the risk of tiny errors in the brochure printing process really standing out and having white margins visible.
